Practice Areas
Kathleen Miller practices in the areas of estate
planning and administration, non-profit and school
policy development. Kathy represents individuals and
families in all aspects of estate planning, including
wills, trusts and associated documents such as
healthcare proxies, living wills and powers of
attorney. She represents heirs and executors through
all aspects of estate administration and taxation, and
provides assistance to families with guardianship and
conservatorship issues.
Kathy has worked extensively with public and
non-profit entities and provides general counsel
services, including incorporations, Federal tax
exemption qualifications, dissolution/liquidation, and
other operational matters. She also works with Boards
and managers and with schools on policy development,
strategic planning, prevention of harassment, including
prevention of sexual harassment.
Professional Experience
Kathy began her legal career in 1977, as law clerk to the Chief Justice of the Massachusetts Appeals Court. She directed the Elder Law
Unit of the Legal Assistance Corporation of Central Massachusetts (LACCM), representing elders with
health and disability issues, probate processes and nursing home matters. She conducted community education for seniors on Social Security, Medicare and Medicaid, wills and estate planning. She was Executive Director of LACCM, supervising a staff of 40 in two offices, as well as grant writing, financial management and community relations.
Kathy also served as Assistant Attorney General to the Massachusetts Department of Public Welfare’s Medicaid Unit (Now MassHealth).
Community and Professional Activities
For several years, child rearing and community
service took precedence over law practice for Kathy.
She served as an elected member of the Belmont School
Committee for 12 years and as a member of the collective
bargaining team for nine years, using collaborative
bargaining methods to negotiate workable agreements
under difficult circumstances. She has served on the
boards of a number of community organizations, including
Belmont Against Racism (co-founder), The New England
Alliance of Multiracial Families (co-founder and
president for 2 years) and Children’s Village Day Care
Center (President for 2 years).
